Our housing dwelling stock is initially valued at its full market rate. Then, in accordance with the Department for Levelling Up, Housing and Communities' guidance for council dwellings stock, the valuation is adjusted to its existing use value for social housing (EUV-SH), reflecting the economic cost of providing council housing at less than the open market rents.
Existing legislation prevents local authorities from ending tenancies to dispose of their council housing stock to realise the market value.
