Monitoring Our Plan
The council are required to monitor the effectiveness of its plans and strategies and update its work programme on a regular basis.
Authority Monitoring Report
The Authority Monitoring Report is produced annually and provides detailed statistics and information on the progress of the plans, and the success of the policies contained within adopted plans. It also includes a range of district statistics such as housing completions, employment information and progress on community projects.

Housing Delivery Test
The Housing Delivery Test (HDT) is a percentage measurement of the net number of new homes delivered against the number of homes required over a three-year rolling period. Results are published annually by the Department for Levelling Up, Housing and Communities (DLUHC) at local authority level.
Where the HDT indicates that housing delivery in an area is below a specified level, the National Planning Policy Framework (NPPF) sets out a series of actions that authorities must undertake. These actions are:
- the authority should publish an action plan if housing delivery falls below 95%;
- if the housing delivery falls below 85% then, in addition to the action plan, the local authority must add a 20% buffer to the 5-year land supply; and
- the authority should apply the ‘presumption in favour of sustainable development’ if housing delivery falls below 75%.
For the 2023 measurement, the districts test result fell below the 85% threshold with a score of 83% against the housing requirement. Consequently, the council must now prepare and publish a Housing Delivery Action Plan and add a 20% buffer to the 5-year land supply.
A Housing Delivery Action Plan (PDF, 1.71MB) has been prepared to provide an analysis of the reasons why the rates of housebuilding have not met the levels identified in the adopted development plan; and set out actions to address these issues, with the aim of boosting the delivery of housing in the future.
Local Plan Timetable (LPT)
The Local Plan Timetable sets out a timetable for preparation and adoption of future Local Plan documents and other planning policies over a three year period. The LPT enables the local community to find out about planning policies for their area and sets out the timetable for the production of future Local Plan documents, giving dates for key production and public consultation stages as well as outlining the subject matter and the geographical extent.
