We regularly review and develop our planning policies over time to make sure that we continue to meet changing needs

Planning Policy is developed in line with the Local Development Scheme.

Monitoring Our Plan

The council are required to monitor the effectiveness of its plans and strategies and update its work programme on a regular basis. 

Authority Monitoring Report

The Authority Monitoring Report is produced annually and provides detailed statistics and information on the progress of the plans, and the success of the policies contained within adopted plans. It also includes a range of district statistics such as housing completions, employment information and progress on community projects.

Housing Delivery Test

The Housing Delivery Test is a percentage measurement of the net number of new homes delivered against the number of homes required over a three year rolling period. Results are published annually by the Department for Levelling Up, Housing and Communities (DLUHC) at local authority level.

Where a local authority's delivery is less than 95% of its requirement, consequences are applied depending on the level of under delivery.

In January 2022, the DLUHC published its annual Housing Delivery Test measurement for 2021 (covering the period 2018/19 - 2020/21). Folkestone & Hythe District Council achieved a score of 85%, which required it to maintain the Housing Delivery Action Plan that was prepared in 2020.

Following the adoption of the Core Strategy Review in March 2022, the Housing Delivery Test  measurement for 2021 was recalculated by the DLUHC using the new housing requirement figures. The DLUHC wrote to the council on 5 May 2022, confirming that the score for the district had increased to 97%, passing the HDT for 2021 with no consequence.

Although it is no longer a statutory requirement for the council to publish a Housing Delivery Action Plan at this time, housing delivery remains a priority for the district. Therefore, the council will continue to monitor the situation and update its Housing Delivery Action Plan accordingly.

The Local Development Scheme (LDS)

The Local Development Scheme sets out a timetable for preparation and adoption of future Local Plan documents and other planning policies over a three year period. The LDS enables the local community to find out about planning policies for their area and sets out the timetable for the production of future Local Plan documents, giving dates for key production and public consultation stages as well as outlining the subject matter and the geographical extent.
